Samanid Administrative System: A Reflection of Management in Islamic History

The administrative system of the Samanids is considered one of the most important examples of bureaucracy in the history of Islamic governance, playing a fundamental role in consolidating the political and economic power of this state. The present study aims to analyze the structure of the Samanid bureaucracy and evaluate the functions of its administrative offices using a descriptive-analytical method, relying on both ancient and contemporary historical sources. The findings indicate that the administrative offices of the Samanid state were effective in securing financial resources, maintaining security, and controlling local powers. Variations in historical reports reflect a gradual evolution of the administrative system rather than its disorder. Overall, it can be concluded that the Samanid bureaucratic system, with its combination of centralized authority and delegation of responsibilities, provides an efficient model of administrative management in Islamic history.
