The present study aims to analyze the structure of the Samanid bureaucracy and evaluate the functions of its administrative offices using a descriptive-analytical method, relying on both ancient and contemporary historical sources. The findings indicate that the administrative offices of the Samanid state were effective in securing financial resources, maintaining security, and controlling local powers. Variations in historical reports reflect a gradual evolution of the administrative system rather than its disorder.
